Pakistani citizens cannot get a Lebanese visa on arrival. General Security's entry rules place Pakistan in the third category of "countries exporting workers", and travellers from that group must hold a prior authorisation issued by General Security before a visa is granted. In practice a sponsor in Lebanon, such as a Lebanese citizen, a legal resident or a licensed tourism business, files the request at a General Security regional department, and Lebanese missions abroad can issue a visa only with that approval. The visit visa fee on the official fee table is LBP 2,000,000.
Beirut's Corniche, the Roman temples at Baalbek, the old souks of Byblos and the cedar forests above the Qadisha Valley are among the sights that put Lebanon on a travel list. For anyone travelling on a Pakistani passport, the planning starts in Lebanon itself rather than at an airport counter, because the visa depends on an approval from Lebanese General Security, the agency that runs the country's borders and foreigner permits.
General Security's rules on the entry of foreigners group Pakistan with other "countries exporting workers" in its third category. For that group the rule is short: the traveller must receive a prior authorisation from General Security before a visa can be given. The visa on arrival offered to some other nationalities does not apply, and Lebanese embassies abroad can only issue a visa with General Security's approval and under the head of mission's responsibility.
The request is normally lodged at a General Security regional department by a sponsor: a Lebanese citizen, a foreign resident holding a valid residence permit (residents of the third and fourth categories cannot sponsor), or a tourism institution, company or club. The sponsor provides certified copies of their own ID and residence papers, or the business's legal documents, along with a notarised guarantee. Tourist groups of up to eight people can be handled through tourism institutions.
From the traveller, General Security asks for a certified copy of a passport valid for at least six months, a photo, an air ticket, private insurance and proof of profession. A tourist trip adds a hotel booking with entry and exit dates and evidence of funds such as a bank statement, credit card or salary letter. Family visits need proof of the relationship, and medical trips need a doctor's report and appointment. Papers must be in Arabic, French or English.
The fee table lists LBP 2,000,000 for a tourist or visit visa. No processing time is published, and General Security notes that a complete file does not guarantee approval. It also publishes no approval or refusal figures for Pakistani applicants. Work is a separate route needing Ministry of Labour approval, so a visit visa should only be used for the purpose stated in the sponsor's request.

Lists drawn from the General Security visa terms page. Papers must be in Arabic, French or English, General Security may ask for more documents, and submitting everything does not guarantee a visa. Pakistani passport holders who are businessmen, directors, CEOs, doctors, engineers or lawyers with a valid Gulf Cooperation Council residence permit fall under a separate article that grants an 11-month visa at the airport or border; confirm with General Security that it applies to you before relying on it.

Quick answers
FAQ
Do Pakistanis need a visa for Lebanon?
Yes. Pakistani passport holders need a visa arranged before travel. General Security lists Pakistan among the nationalities that must first receive a prior authorisation from it, so a visa on arrival at Beirut airport is not available on an ordinary Pakistani passport.
What is a prior authorisation?
It is an approval issued by Lebanese General Security that allows a visa to be granted. For Pakistani nationals it comes before everything else: without it, neither the border nor a Lebanese mission abroad can issue a visit visa.
Who applies for the authorisation?
Usually someone in Lebanon. The General Security terms page says the request is lodged at a regional department by a Lebanese citizen or a legal resident (residents in the third and fourth categories excluded), or by a tourism institution, company or club acting as sponsor.
Can I apply at the Lebanese Embassy in Islamabad?
Lebanese missions abroad may grant visas, but only with General Security authorisation and under the head of mission’s responsibility. A new version of the application form is available at embassies. Contact the embassy before you apply to confirm how it handles Pakistani files.
How much does a Lebanon visa cost for Pakistanis?
The General Security fee table lists LBP 2,000,000 for a tourist or visit visa. Transit, entry, conversion and renewal are listed at the same amount. Budget separately for notary, translation and travel insurance costs.
What documents does my sponsor need?
Certified copies of their ID card, passport and residence permit, or the legal papers of the company sponsoring you, plus a notarised guarantee. From you they need a certified copy of a passport valid at least six months, a photo, an air ticket, private insurance and proof of your profession.
Can I visit relatives in Lebanon?
Yes, family visits are one of the visit types. Along with the general papers, General Security asks for proof of the relationship, such as a marriage certificate, a birth certificate or an extract of the family civil register.
How long does approval take?
General Security does not publish a processing time for Pakistani requests. Ask your sponsor to lodge the file early, and do not book non-refundable travel until the authorisation is issued.
I live in the Gulf. Is it easier for me?
Possibly. A separate article covers businessmen, directors, CEOs, doctors, engineers, lawyers and similar professionals holding a valid GCC residence permit, who can receive an 11-month visa at the airport or border. Their spouses and children are not covered unless they hold their own residence permit. Check with General Security before travelling.
Can I work in Lebanon on a visit visa?
No. Work needs a separate visa authorised by General Security and the Ministry of Labour, and visit visas cannot be converted into work visas without a decision from the Director General. For work entry, General Security lists a condition for Pakistani workers: aged over 35, or over 30 with embassy approval.
