Summary

Embassy visa required
Visa type
French short-stay visa valid for New Caledonia (overseas-territory visa)
Stay limit
Up to three months in any six-month period
Entries
Single or multiple, as stated on the visa

New Caledonia applies its own visa list, fixed by the French order (arrêté) of 22 July 2011, and is not part of the Schengen area. Pakistan does not appear in Annex II of that order, the list of countries whose passport holders may stay up to three months without a visa, so Pakistani citizens need a short-stay visa that expressly mentions New Caledonia.

New Caledonia is a French archipelago in the South Pacific, about 1,200 km east of Australia. Its main island, Grande Terre, is ringed by one of the world's largest lagoons, a UNESCO site, and Nouméa is the capital. Pakistani visitors come for diving and island holidays, nickel-industry business, conferences and to see family.

The territory has its own entry rules under a French order of 22 July 2011. Pakistan is not on that order's list of visa-exempt nationalities, so Pakistani passport holders need a short-stay visa issued for New Caledonia before they fly.

New Caledonia is outside Schengen, and a Schengen visa does not open its border. Open an application on France-Visas, pick New Caledonia as your destination, and submit the paperwork at the centre that the embassy in Islamabad allocates. The fee is only EUR 9.

At Tontouta airport or the port of Nouméa, border police check your passport, visa, funds, return ticket and the purpose of your stay. Family visitors need an attestation d'accueil validated by the host's town hall, and paid work requires a local work authorisation.

The visa allows up to three months in any six. Pakistanis who reside in France or another full Schengen country, on a current permit or long-stay visa, can skip this step. Turnaround is not fixed in any official text, so get going early; the embassy takes files as much as six months before departure.

Checklist

Document requirements

  • Pakistani passport valid at least three months after you plan to leave New Caledonia, issued less than 10 years ago, with two or more blank pages
  • Short-stay visa application on France-Visas marked for New Caledonia
  • EUR 9 visa fee
  • Proof of means of support, such as an international bank card or cash
  • Repatriation guarantee, such as a return ticket or travel insurance certificate
  • For tourism: hotel or cruise bookings showing the length of stay
  • For a private or family stay: an attestation d'accueil signed by your host and validated by the town hall
  • For paid work: a work authorisation from the Government of New Caledonia

Pakistani citizens are not on the New Caledonia visa-exemption list. The State services in Nouméa say the visa is requested from the consular post through france-visas.gouv.fr, or from the prefecture where you live if you are already in France. Anyone resident in France or a full Schengen member, holding a current permit or long-stay visa, is exempt for up to three months per half-year.

Quick answers

FAQ

Do Pakistanis need a visa for New Caledonia?

Yes. Yes. The order of 22 July 2011 lists the nationalities allowed in visa-free, and Pakistan is not one of them. Your sticker must name New Caledonia.

What does the New Caledonia visa cost?

EUR 9, according to the France-Visas fee table. It is one of the cheapest French visas because New Caledonia falls in the lower fee band with French Polynesia and Wallis and Futuna.

Can I use my Schengen visa to fly to Nouméa?

No. A Schengen visa covers European France only. The Ministry of the Interior notes that each overseas territory needs a visa showing that territory, so book a separate application.

How long can I stay on the visa?

At most three months in any six-month period. The exact length and number of entries are set on the visa sticker.

What papers should I carry at Tontouta?

Your passport, the visa, proof of funds such as an international bank card, a return ticket or insurance covering repatriation, and documents showing the purpose of the trip, such as hotel bookings.

I am visiting family. What do I need?

An attestation d'accueil. Your host collects the form at the town hall where they live, signs it and has it validated there, then sends it to you for the visa file and the border check.

Can I work during a short stay?

Only with a work authorisation issued by the Government of New Caledonia. Business visitors who are not employed locally should carry papers explaining their profession and the companies expecting them.

Which entry points are official?

La Tontouta international airport and the port of Nouméa. Every arrival and departure must pass one of these two controlled points.

I hold a Schengen residence permit. Am I exempt?

Yes. A current card from France or from a country applying the whole Schengen acquis counts, and so does a long-stay visa; either one allows visits of up to three months per six-month period.

Is there any visa on arrival at Tontouta?

In exceptional cases only: border police may grant up to 15 days when an unforeseeable, urgent reason prevented an advance application, and you must prove it.

Who can answer questions locally?

The State services in New Caledonia (the High Commission) take questions about entry and stay at etrangers@nouvelle-caledonie.gouv.fr.

Is there an official refusal rate?

No. Paris and Nouméa keep no public tally of New Caledonia visa decisions for Pakistani passports.
