Pakistani passport holders normally need a visa for Montenegro, but travellers holding certain Western visas can skip it. Montenegro’s Ministry of Foreign Affairs says that if you hold a valid Schengen, US, UK or Irish visa, or a residence permit from one of those countries, you can enter, stay or transit for up to 30 days, and never beyond the date your visa or permit expires. Everyone else needs a short-stay C visa, applied for in person at a Montenegrin mission. Montenegro has no embassy in Pakistan; its page for Pakistan lists the embassies in Beijing and Abu Dhabi as contacts and suggests the nearest Serbian mission if you cannot reach one.
Montenegro packs a lot into a small stretch of the Adriatic: the walled old town of Kotor at the end of its fjord-like bay, the beaches around Budva, the island village of Sveti Stefan and the mountains of Durmitor National Park. For Pakistani passport holders the visa picture depends on what is already in your passport. Most applicants need a Montenegrin visa, but travellers who already hold certain Western visas or residence permits can enter without one.
Montenegro’s Ministry of Foreign Affairs publishes a dedicated page for Pakistani citizens. It says that if you hold a valid Schengen visa, a valid US, UK or Irish visa, or a residence permit from one of those countries, you can enter, stay in or pass through Montenegro for up to 30 days. Your stay cannot run past the expiry date of that visa or permit. The ministry’s general visa article lists a few more countries, including Canada, Japan and Australia, so if your visa is from one of those, check with a Montenegrin embassy first.
Without a qualifying visa, you need a short-stay C visa, which allows up to 90 days in any 180-day period. The catch is location. Montenegro has no embassy in Pakistan, and applications are made in person. The ministry’s Pakistan page gives its embassies in Beijing and Abu Dhabi as contacts. Where Montenegro has no mission, Serbia and Bulgaria can process its visas under an agreement. Serbia covers Pakistan from Tehran and has only an honorary consul in Karachi, so email ahead before booking any trip to apply.
Build the file carefully. You need a passport issued within the last ten years that stays valid at least three months beyond the visa, one 35 x 45 mm colour photo, an invitation or letter of guarantee explaining your visit, and proof of funds of at least €50 per day. Travel health insurance and proof that the consular fee has been paid are also required. The ministry does not list the fee itself, so ask the embassy. A hotel booking and a return ticket are optional, but they help show your plans are genuine.
Montenegro does not publish an official approval or refusal rate for Pakistani applicants. The law gives the mission ten days to decide, which can extend to 30 days or, if more documents are needed, 60 days. Refusals can be appealed within eight days through the same mission. For many Pakistani travellers already holding a Schengen, UK or US visa, the simplest plan is to add Montenegro to that trip and keep the visit within 30 days and inside the visa’s validity.

Quick answers
FAQ
Do Pakistanis need a visa for Montenegro?
Usually yes. The exception is if you hold a valid Schengen, US, UK or Irish visa, or a residence permit from one of those countries. In that case Montenegro lets you enter, stay or transit for up to 30 days without a Montenegrin visa, but not beyond the expiry of your visa or permit.
Can I visit Montenegro with my Schengen visa?
Yes, if it is valid when you travel. Montenegro’s page for Pakistani citizens allows up to 30 days. If your Schengen visa expires sooner, your stay must end by that date.
Do other visas, such as Canadian or Japanese ones, also count?
The Pakistan page names only Schengen, US, UK and Irish visas and residence permits. The ministry’s general visa article also lists visas and residence permits from Australia, Canada, Japan, New Zealand, Bulgaria and Romania. Because the two pages differ, confirm with a Montenegrin embassy before relying on any visa outside the four named for Pakistan.
Is there a Montenegrin embassy in Pakistan?
No. Montenegro has no resident mission in Pakistan. Its Pakistan page lists the Embassy of Montenegro in Beijing (china@mfa.gov.me) and the Embassy in Abu Dhabi (montenegrouae@mfa.gov.me) as contacts, and says you may approach the nearest Serbian diplomatic or consular mission if you cannot reach a Montenegrin one.
Can a Serbian mission take my Montenegrin visa application?
Montenegro has an agreement under which Serbia and Bulgaria process Montenegrin visa applications in countries without a Montenegrin mission. Serbia has no embassy in Pakistan. Its foreign ministry covers Pakistan from its embassy in Tehran and has an honorary consul in Karachi, so contact them before you travel to apply.
What documents do I need for a Montenegrin C visa?
A passport valid at least three months beyond the visa, one 35 x 45 mm colour photo, proof of purpose such as an invitation or letter of guarantee, proof of at least €50 per day, travel health insurance and proof of payment of the consular fee. A hotel booking and return ticket strengthen the file.
How long does a Montenegrin visa take?
The law sets ten days from submission. It can stretch to 30 days if the file needs more review, and exceptionally to 60 days if extra documents are requested. Allow for the time it takes to reach an embassy abroad as well.
How much does a Montenegrin visa cost?
The ministry requires proof of payment of the consular fee but does not list the amount on its visa pages. Check the current fee with the embassy handling your application. There is no visa fee if you enter under the 30-day visa-holder exemption.
How long can I stay on a C visa?
A short-stay C visa allows up to 90 days in any 180-day period, counted from your first entry. It can be issued for one, two or multiple entries. A multiple-entry C visa can run from six months to five years if you show a genuine need to travel often and a good record with earlier visas.
What can I do if my visa is refused?
You can appeal to the Ministry of Foreign Affairs through the mission that handled your application within eight days of receiving the decision. Common reasons for refusal include missing proof of funds or health insurance, documents that raise doubts, and having already spent 90 days in Montenegro within 180 days of your first entry.
