Pakistani ordinary passport holders always need a visa for Hong Kong, whatever the purpose of the trip. The Immigration Department lists Pakistan as visa required, and that includes passengers who stay airside while changing planes; only diplomatic and official passports get 30 days visa-free. The pre-arrival registration scheme that lets some travellers in without a visa is for Indian nationals and does not cover Pakistanis. The good news is that you can apply online. Since April 2026, the Embassy of China in Islamabad tells Pakistani applicants they can submit Hong Kong visa applications straight to the Immigration Department website and pay there. Once approved, you download the visa as a PDF "e-Visa". The fee is HK$330, and processing normally takes four weeks after all documents arrive.
Victoria Harbour's skyline, the Peak tram, dim sum in Mong Kok and ferries to the outlying islands make Hong Kong an easy city to love. It is not an easy city to drop into on a Pakistani passport, though. The Hong Kong Immigration Department lists Pakistan as visa required for any purpose, and that rule even covers passengers who never leave the airside transit area while changing planes. Only diplomatic and official passport holders are exempt, for up to 30 days.
The process is now online. In April 2026 the Embassy of China in Islamabad published a guide telling Pakistani passport holders to apply for Hong Kong visas directly on the Immigration Department website and pay the fee online, rather than through the embassy. You fill in form ID 1003A, upload your photo and documents through the GovHK online service, and wait for the decision. If you prefer paper, the forms can still be posted to Immigration Headquarters in Tseung Kwan O.
Fees are modest and only due after approval. The Immigration Regulations set HK$330 for an ordinary visa and HK$170 for a transit visa. The result notice includes a payment link, and once you pay by card, PPS, FPS or a listed Mainland e-wallet, you download your "e-Visa" as a PDF with an encrypted QR code. Hong Kong stopped putting visa stickers in passports in December 2021, so keep the file on your phone and a printed copy in your bag.
Strong paperwork makes the biggest difference. Include a clear copy of your passport details page, recent bank statements or other proof of funds, a salary slip or leave letter if you are employed, your flight itinerary and evidence of why you are going, such as a tour booking, a business invitation or a trade fair letter. A Hong Kong sponsor is optional but helps, and any Urdu document needs a certified English or Chinese translation. Visitors may not work, do business or study while there.
Plan ahead, because the Immigration Department normally needs four weeks after it has every document, and it will not start until the file is complete. Approval is entirely at the Director of Immigration's discretion, and Hong Kong does not publish an approval or refusal rate for Pakistani applicants. If you need more time once you arrive, the Extension Section handles requests online or in person for a further HK$330, and online cases are usually decided the next working day.

Checklist from the Immigration Department visit/transit page. The Department can ask for more documents during processing, and making a false statement is a criminal offence that cancels any visa granted.

Quick answers
FAQ
Do Pakistanis need a visa for Hong Kong?
Yes. The Hong Kong Immigration Department lists Pakistan as visa required for every purpose, including visits and transit. Only holders of Pakistani diplomatic and official passports can visit visa-free, for up to 30 days.
Can I transit through Hong Kong airport without a visa?
No. Pakistani ordinary passport holders need a valid Hong Kong visa even if they stay airside in the transit area. The transit visa fee is HK$170.
Can Pakistanis use pre-arrival registration (PAR) instead of a visa?
No. The Immigration Department says pre-arrival registration applies to Indian nationals. Pakistanis need a full visa.
Where do Pakistanis apply for a Hong Kong visa?
Online, directly with the Hong Kong Immigration Department. The Embassy of China in Pakistan announced in April 2026 that Pakistani passport holders should submit Hong Kong visa applications through the Immigration Department website and pay online. You can also post forms ID 1003A and ID 1003B to Immigration Headquarters in Tseung Kwan O, or a sponsor in Hong Kong can submit them for you.
How much is the Hong Kong visa fee?
HK$330 for an ordinary visa and HK$170 for a transit visa. You pay only after approval, using the payment link in the result notice, by credit card, PPS, FPS or the listed Mainland e-wallets.
How long does a Hong Kong visa take?
Normally four weeks after the Immigration Department has received every required document. Missing papers delay the start, and the Department asks applicants not to chase progress unless it is necessary, as that can slow things down.
Do I need a sponsor in Hong Kong?
It is not compulsory, but naming a local sponsor helps processing. A sponsor can be a company or an individual aged 18 or over who is a genuine Hong Kong resident and knows you. The sponsor completes form ID 1003B.
What is a Hong Kong e-Visa?
Since 28 December 2021, Hong Kong no longer puts visa stickers in passports. Once approved and paid, you download a PDF notification slip with an encrypted QR code. Save it on your phone or print it on A4 paper to show when asked.
Can I extend my stay in Hong Kong?
You can apply to the Extension Section of the Immigration Department, online or in person, before your permitted stay ends. Online applications are normally processed the next working day, the fee is HK$330, and approval is not guaranteed.
Can I work or study on a Hong Kong visit visa?
No. Visitors may not take paid or unpaid work, start or join a business, or enrol as students. Breaking these conditions can lead to a fine of up to HK$50,000 and two years in prison.
