Guam is a U.S. territory, and CBP counts it as U.S. soil for entry. Its visa-free option, the Guam-CNMI Visa Waiver Program, is limited to twelve countries and areas (Australia, Brunei, Hong Kong, Japan, Malaysia, Nauru, New Zealand, Papua New Guinea, Singapore, South Korea, Taiwan and the United Kingdom), and Pakistan is also outside the main U.S. Visa Waiver Program. Pakistani passport holders must therefore get an American B-1/B-2 from the State Department before flying to Guam.

Guam is the largest island in Micronesia and a U.S. territory in the western Pacific, known for Tumon Bay's reef-lined beaches, the Spanish-era Plaza de España in Hagåtña, Two Lovers Point and the War in the Pacific National Historical Park. At the border it is American soil.

Guam does have its own visa-free route, the Guam-CNMI Visa Waiver Program, which allows stays of up to 45 days. The Department of Homeland Security limits it to twelve countries and areas, mainly regional partners such as Japan, South Korea, Australia and Taiwan, plus the United Kingdom. Pakistan is not on that list.

Pakistan is also absent from the main Visa Waiver Program, so ESTA is closed too. That leaves the standard American B-1/B-2, applied for in Pakistan with Form DS-160, an MRV payment and a face-to-face interview in Islamabad or Karachi.

The embassy's contractor, CGI, handles appointments and payments. The fee receipt stays valid for 365 days, fees are not refunded, and since August 2025 almost every applicant in Pakistan is interviewed in person. Embassy notices also flag a January 2026 proclamation limiting visas for citizens of 39 countries, so confirm Pakistan's position first.

With a visa in hand you can fly to Guam, where CBP officers inspect every arrival at Antonio B. Won Pat International Airport and decide how long you may stay. A valid U.S. visa also covers onward trips to the mainland, so keep it with your passport for each leg.

Checklist

Document requirements

  • Pakistani passport valid for travel
  • DS-160 online application confirmation page
  • MRV fee receipt (paid through the embassy contractor CGI)
  • In-person interview booking at the U.S. Embassy Islamabad or Consulate General Karachi
  • Documents showing why you are travelling, how you will pay and your ties to Pakistan
  • Return or onward ticket for the trip to Guam

Pakistan is not on the Guam-CNMI Visa Waiver Program list or the DHS Visa Waiver Program list, so neither Form I-736 nor ESTA can be used. Since 11 August 2025 nonimmigrant visa applicants in Pakistan generally need an in-person interview.

Timeline

  • Processing and appointments

No fixed processing time is published. Appointments in Islamabad and Karachi depend on availability, and the U.S. Embassy says applicants generally need an in-person interview, so allow plenty of time before a trip to Guam.

Quick answers

FAQ

Do Pakistanis need a visa for Guam?

Yes. Federal immigration law governs Guam, and Pakistan is not part of either the Guam-CNMI Visa Waiver Program or the main U.S. Visa Waiver Program, so an American visitor visa has to be obtained first.

What is the Guam-CNMI Visa Waiver Program?

A DHS scheme that lets nationals of twelve countries and areas visit Guam or the Northern Mariana Islands without a visa for up to 45 days. Pakistan is not among them.

Which countries are in that program?

Australia, Brunei, Hong Kong, Japan, Malaysia, Nauru, New Zealand, Papua New Guinea, Singapore, South Korea, Taiwan and the United Kingdom.

Can I fill in Form I-736 or get a G-CNMI ETA?

No. Both are only for nationals of the participating countries. A Pakistani passport holder needs a visa instead.

Which visa do I apply for?

Ask for the combined business-tourism category, B-1/B-2. It is valid for Guam and every other part of America.

How do I apply from Pakistan?

File Form DS-160, settle the MRV payment and choose a slot through CGI, the embassy's contractor, then appear in person in Islamabad or Karachi.

Will I have to attend an interview?

Generally yes. The U.S. Embassy says that from 11 August 2025 nonimmigrant applicants in Pakistan, including children under 14 and adults over 79, normally need an in-person interview.

How long is the fee receipt valid?

The embassy says the MRV payment is valid for 365 days from the receipt date, and you must book or apply for a waiver within that period.

Is the fee refundable?

No. Once paid, the MRV charge cannot be refunded or moved to another applicant.

I already hold a U.S. visitor visa. Is that enough?

Yes, provided it is unexpired and suits your trip. CBP exempts U.S. visa holders from Form I-736, and Guam is a U.S. port of entry.

Could the January 2026 proclamation affect me?

Proclamation 10998 has curbed visas and entry for citizens of 39 countries since the start of 2026, according to embassy notices. Confirm whether Pakistan is covered before paying.

How long could a waiver visitor stay, for comparison?

Forty-five days is the ceiling under the Guam-CNMI scheme. With a B-1/B-2 that cap does not apply; the officer at the airport decides your admission period.

Can I hop to Saipan from Guam on the same visa?

Yes. The Northern Mariana Islands are also under federal immigration control, so the same B-1/B-2 works there.

Are refusal statistics published for Guam?

No. No Guam-specific figures are published.
