American Samoa is a U.S. territory but runs its own entry rules, and a visitor permit is needed in advance. Pakistani nationals have two routes: holders of a valid U.S. visa or U.S. green card apply online for a 30-day US Visa / Waiver permit, while those without one must be sponsored by a local host (a U.S. citizen or national aged 21 or over), who applies in person at the Immigration Office in Pago Pago. Both permits cost US$40 and are for up to 30 days.
American Samoa, the only U.S. territory south of the equator, is a cluster of volcanic islands around Tutuila, home to the deep harbour of Pago Pago, the National Park of American Samoa and the Manu'a islands. Even though it flies the U.S. flag, it keeps its own entry system, and Pakistani visitors need a permit before they arrive.
The Department of Legal Affairs runs that system, and the route depends on the documents you already hold. If you have a valid U.S. visa or a green card, you can apply online yourself for a 30-day permit, paying US$40 by credit card and receiving the approval by email.
Without a U.S. visa, the process works through a host. A local sponsor who is a U.S. citizen or national and at least 21 must file a Non-US 30-day permit in person at the Immigration Office, pay the same US$40 fee and supply land-use paperwork, such as signatures from the family matai and village pulenu'u on communal land.
You, as the traveller, need a passport valid at least six months beyond departure and a round-trip ticket within 30 days. The sponsor route also asks for a police clearance from your country of origin. Applications made too close to the flight may not be processed, so file well ahead of the minimum three business days.
Arriving without an approved permit can mean being sent back on the same vessel or flight. Keep a copy of the permit with your passport, plan within the 30-day limit, and note that only the sponsor-route permit can be extended, once, for another 30 days.
Checklist
Document requirements
- Pakistani passport valid at least six months after departure
- Round-trip ticket showing travel within 30 days
- Valid U.S. visa or green card (online route only)
- Confirmed hotel booking, or proof of the home address if staying with family (online route)
- Local contact phone number and a credit card for the US$40 fee (online route)
- Police clearance from your country of origin (sponsor route)
- Sponsor's signed application, ID, land-use consent or deed/lease, and the US$40 fee (sponsor route)

Quick answers
FAQ
Do Pakistanis need a visa for American Samoa?
Yes, in the form of a visitor permit arranged before travel. Pakistanis with a valid U.S. visa or green card apply online; everyone else needs a local sponsor to apply in person.
Does my U.S. visa let me fly straight in?
Not by itself. American Samoa sets its own entry rules, but a valid U.S. visa makes you eligible for the online 30-day US Visa / Waiver permit.
What if I have no U.S. visa?
A qualified local sponsor, at least 21 and a U.S. citizen or national, must apply for a Non-US 30-day permit on your behalf at the Immigration Office.
How much is the permit?
US$40, non-refundable, for either route.
How long can I stay?
Up to 30 days. The sponsor-route permit can be extended once by 30 days for US$50; the online US-visa permit cannot be extended.
How early must I apply?
At least three business days before travel online, and three to five business days ahead for the sponsor route. Weekends and holidays do not count.
What does a sponsor need to provide?
A signed application, ID, the fee, and land paperwork: on communal land, signatures from the family matai and the village pulenu'u; otherwise a deed or lease.
What documents do I need for the sponsor route?
A passport valid six months beyond departure, a round-trip ticket within 30 days and a police clearance from your country of origin.
How do I receive the permit?
The online permit arrives by email. For the sponsor route, the sponsor sends you a copy, which you must hand-carry and present on arrival.
What happens if I arrive without one?
You may be turned away at the port of entry and sent back on the same vessel or flight.
Can I be refused even with the right papers?
Yes. American Samoa Immigration reserves the right to deny a permit for any reason, including late applications or previous exclusion or deportation.
Who do I contact with questions?
The Department of Legal Affairs lists travel@la.as.gov for visitor permit enquiries.
Is there an official refusal rate?
No. American Samoa does not publish permit refusal figures.
