Pakistani citizens need a visa for Uzbekistan and cannot use the e-visa portal. Pakistan is not among the countries with a visa-free regime, is not on Appendix 1 (the countries whose citizens can get an electronic visa or a simplified tourist visa), and is not on Appendix 2 (five-day visa-free transit). Visas are issued at Uzbek embassies and consulates on the basis of a confirmation from the Ministry of Foreign Affairs’ Consular and Legal Department, which follows an invitation-application from a person or organisation registered in Uzbekistan. For Pakistanis, that means the Embassy of Uzbekistan in Islamabad. A 30-day tourist visa costs US$40.
Planning a trip to Uzbekistan on a Pakistani passport takes more preparation than many travellers expect. Pakistani passport holders need a visa for Uzbekistan, and the quick online e-visa that some nationalities use is not open to Pakistanis. The route runs through the Uzbek embassy in Islamabad, with a confirmation from the Ministry of Foreign Affairs in Tashkent behind it.
Uzbekistan’s Ministry of Foreign Affairs publishes the lists that decide this. Pakistan does not appear among the visa-free countries, nor in Appendix 1, which names the countries whose citizens can obtain an electronic visa on e-visa.gov.uz or a simplified tourist visa, nor in Appendix 2, which covers five-day visa-free transit. Be wary of any website offering Pakistanis an Uzbek e-visa.
Under the Ministry’s rules, an embassy issues a visa on the basis of a visa confirmation from the Consular and Legal Department. That confirmation follows an invitation-application filed in Uzbekistan by a registered person or organisation, such as a host, company or tour operator, and the Ministry considers it within 4 working days. You then apply at the Embassy of Uzbekistan in Islamabad, located in Sector F-8/3.
For the embassy you need a passport valid for at least three months longer than the visa, two completed application forms, the electronic form generated on evisa.mfa.uz, and two colour photos sized 35 x 45 mm. A tourist entry visa, category T, is issued for up to one month, and the consular fee for a 30-day tourist visa is US$40. Business and other non-tourist visas are priced on a separate scale by length.
Uzbekistan publishes no official approval or refusal rate. Visa on arrival at Tashkent airport is reserved for citizens of countries without an Uzbek mission, so it does not apply to Pakistanis. Children under 16 travelling with a parent or guardian on a biometric document can enter visa-free for the duration of the adult’s visa. Start early, since the invitation step comes before the embassy stage.

Quick answers
FAQ
Do Pakistanis need a visa for Uzbekistan?
Yes. Pakistan is not on Uzbekistan’s list of visa-free countries, so Pakistani passport holders need an entry visa before travelling.
Can Pakistanis get the Uzbekistan e-visa?
No. The Ministry of Foreign Affairs publishes Appendix 1, the list of countries whose citizens can obtain an electronic visa through e-visa.gov.uz or a simplified tourist visa. Pakistan is not on it.
Where do Pakistanis apply?
At the Embassy of the Republic of Uzbekistan in Islamabad, at House No. 40, Street Khayaban-e-Iqbal, Sector F-8/3. Its consular section lists +92-51-226-47-46 and uzbekembassy@gmail.com.
Do I need an invitation for an Uzbek visa?
Visas are issued at embassies on the basis of a confirmation from the Ministry of Foreign Affairs, which is granted on an invitation-application from a person or organisation registered in Uzbekistan. Ask your host, hotel or tour operator to start that step.
How much is the Uzbek tourist visa?
A 30-day tourist visa costs US$40, as listed under tourist visas in the Uzbek consular fee table. Business and other non-tourist single-entry visas use a separate scale based on length, from US$40 for up to 7 days to US$160 for up to a year, and a small processing charge may be added where the visa is issued.
How long can I stay on a tourist visa?
The tourist entry visa (category T) is issued for up to one month for people visiting Uzbekistan for tourism.
Is there visa-free transit for Pakistanis?
No. The five-day visa-free transit through Uzbek airports applies only to the countries in Appendix 2, and Pakistan is not among them. A transit visa needs your onward visa and tickets and takes 3 days to process.
Can I get a visa on arrival at Tashkent airport?
Only citizens of countries without an Uzbek embassy or consulate can collect a pre-approved visa at Tashkent International Airport. Pakistan has an Uzbek embassy in Islamabad, so apply there before you fly.
What documents does the embassy ask for?
A passport valid at least three months beyond the visa, two completed application forms, the electronic form from evisa.mfa.uz, and two 35 x 45 mm colour photos, plus the visa confirmation from the Ministry.
Do children need a visa?
Children under 16 travelling with their legal representative and holding a biometric travel document can enter visa-free for the length of the adult’s visa, up to 90 days from arrival. Adults still need their own visa.
