CBP's ESTA guidance names "the Virgin Islands of the United States" as part of the country for entry, and its travel FAQs class the territory among the U.S. territories. Federal immigration rules therefore apply, and Pakistan is not on the DHS list of Visa Waiver Program countries. Pakistani passport holders must therefore obtain an American B-1/B-2 before setting off for St Thomas, St Croix or St John.
The U.S. Virgin Islands sit east of Puerto Rico in the Caribbean, made up of St Thomas with its duty-free harbour at Charlotte Amalie, St John with most of its land inside Virgin Islands National Park, and St Croix with the Danish colonial towns of Christiansted and Frederiksted. The islands are an unincorporated U.S. territory.
For a Pakistani traveller, that status settles the visa question. CBP's ESTA guidance expressly names the Virgin Islands of the United States as U.S. territory for entry, so federal immigration law applies and there is no separate territorial visa, e-visa or fee to look for.
Pakistan does not appear on the DHS roster of waiver countries, which rules out ESTA. What remains is the standard American B-1/B-2: the DS-160 form, an MRV payment through CGI, and a face-to-face interview in Islamabad or Karachi.
The U.S. Embassy says most applicants in Pakistan have needed an in-person interview since August 2025, that fees are non-refundable, and that receipts last 365 days. It also points to Presidential Proclamation 10998, which restricts visas for nationals of 39 countries from January 2026, so check the list before paying.
Cruise passengers should take note: a port day in St Thomas or St Croix is an entry into the United States. The same applies if you take a ferry to the neighbouring British Virgin Islands and return, so keep your passport and valid U.S. visa with you for every crossing.
Checklist
Document requirements
- Pakistani passport
- DS-160 confirmation page with uploaded photo
- MRV fee receipt (valid 365 days)
- Interview appointment booked through CGI in Islamabad or Karachi
- Proof of purpose, funds and ties to Pakistan for the interview
- Itinerary, including any cruise or ferry legs to nearby islands
ESTA is not available to Pakistani nationals. If your trip includes the British Virgin Islands or other nearby islands by ferry, each one has its own entry rules, and re-entry to the U.S. Virgin Islands needs a valid U.S. visa.

Quick answers
FAQ
Do Pakistanis need a visa for the U.S. Virgin Islands?
Yes. Federal immigration rules cover the territory and Pakistan sits outside the waiver scheme, so an American visitor visa is mandatory.
Is there a local USVI tourist visa or e-visa?
No. For entry the territory counts as American soil, so the federal visa is the only route.
Which islands does this cover?
The whole territory, including St Thomas, St Croix and St John, plus the smaller islands around them.
Can I travel on ESTA?
No. ESTA is reserved for citizens of waiver-scheme countries, and Pakistan is not among them.
What are the application steps?
Submit Form DS-160, pay the MRV charge via CGI, pick an interview slot, and go to the embassy (Islamabad) or the consulate (Karachi) on the day.
Is the interview compulsory?
Usually. The embassy says that since 11 August 2025 nonimmigrant visa applicants in Pakistan generally need an in-person interview.
Can I get my fee back if I change plans?
No refunds or transfers are possible, although a paid receipt stays usable for 365 days.
I am on a Caribbean cruise. Do I need the visa just for a port day?
Yes. Calling at St Thomas or St Croix means entering the United States, so Pakistani passengers need a valid U.S. visa.
Can I take the ferry to the British Virgin Islands and come back?
Check the BVI rules separately. For the return to St Thomas or St John you need a valid U.S. visa, because you are re-entering the United States.
Does an existing B-1/B-2 visa work?
Yes. An unexpired B-1/B-2 is good for St Thomas, St Croix and St John just as it is for New York or Miami, as long as your trip matches the visa's purpose.
What should I know about Proclamation 10998?
Embassy notices say this proclamation restricts visas for citizens of 39 countries starting January 2026. Find out whether Pakistan is covered before paying anything.
Who decides how long I can stay?
CBP staff at the arrival point, for example Cyril E. King Airport on St Thomas, decides whether to admit you and for how long. A visa only lets you travel to the border and ask for entry.
Where in Pakistan are visas handled?
Both posts, Islamabad and Karachi, handle visitor visas. The embassy tells applicants to book where they live or in the country whose passport they hold.
Is there an official USVI refusal rate?
No. No separate figure exists for the territory.
