Summary

Embassy visa required
Visa type
Consular entry visa with prior authorisation from the Dirección Nacional de Migración, stamped in the passport by a Uruguayan consulate
Stay limit
As stated on the visa. After approval the visa must be issued within 60 days, and once stamped you have 60 days to enter Uruguay

Uruguay’s Dirección Nacional de Migración lists ordinary Pakistani passports as ‘Necesita Visa (5)’, where note 5 means prior authorisation is needed. The US and UK visa waiver in Uruguay’s table applies only to Dominican Republic passports, not to Pakistanis. You apply in person at the Uruguayan consulate for your place of residence and are interviewed by the consul, who sends the request to Migración. Authorisation usually takes at least 20 working days, after which the consulate stamps the visa in your passport. The fee is US$42, charged only if the visa is granted. Every applicant must give a contact person in Uruguay or a confirmed hotel booking, and Migración will try to reach them directly.

Visiting Uruguay on a Pakistani passport means planning well ahead. Uruguay requires Pakistanis to hold a visa before they travel, and the visa depends on prior authorisation from the national immigration office. It is not an e-visa: the visa ends up stamped in your passport by a Uruguayan consulate.

Uruguay’s Dirección Nacional de Migración keeps the official table of who needs a visa. Ordinary Pakistani passports are shown as ‘Necesita Visa (5)’, and note 5 explains that prior authorisation is required. The table does let Dominican Republic passport holders with US or UK visas skip the process, but that concession does not cover Pakistan.

The process starts with the consulate that covers your place of residence. You agree an appointment, attend in person with your documents and are interviewed by the consul, who passes the request to Migración. The Ministry of Foreign Affairs says authorisation usually takes at least 20 working days. Once approved, the visa has to be issued within 60 days, and after it is stamped you have 60 days to enter.

The file itself is light: a signed application form, a passport valid six months beyond arrival, one passport photo, a travel booking and proof of financial means. The key element is a contact in Uruguay or a confirmed hotel booking, with full names, phone numbers and addresses. Migración calls these contacts directly, and if it cannot reach them the visa is likely to be refused. Business travellers should add a company invitation.

The visa costs US$42 and is charged only if it is granted, with fees revised every January. Uruguay publishes no approval rate, and the Ministry is clear that a visa is a sovereign decision, that reasons for refusal are not given, and that the border officer still decides on entry. Before booking anything, ask the Ministry of Foreign Affairs or the nearest Uruguayan consulate which office handles applicants living in Pakistan.

Visa ratio

Not officially published

Uruguay does not publish an official approval or refusal rate for Pakistani applicants. Its Ministry of Foreign Affairs states that a visa is not a right, that reasons for a refusal are not given, and that a visa does not by itself guarantee entry.

A percentage is shown only when an official source published one for this route. Blog tables and estimates are left out.
