Samoa Immigration, part of the Ministry of the Prime Minister and Cabinet, says foreign nationals who do not hold a Temporary Resident Permit are issued a free 90-day Visitor Permit on arrival. No nationality is excluded on the official page, so a Pakistani passport holder does not apply in advance. The permit is granted at the border only if you meet the entry conditions: a return or onward ticket, a passport valid six months past departure, funds, an accommodation address and a clean immigration and criminal record.

Samoa, in the heart of the South Pacific, is known for the To Sua Ocean Trench, the lava fields of Savai’i, its white-sand beaches and the fa’a Samoa way of life. It is one of the easiest Pacific destinations for Pakistani passport holders to enter.

Samoa Immigration, which sits within the Ministry of the Prime Minister and Cabinet, says foreign nationals without Samoan citizenship or a Temporary Resident Permit receive a free 90-day Visitor Permit when they arrive. Its rules do not list Pakistan or any other country as excluded.

There is no online form or embassy appointment. You fill in the arrival card handed out by the airline, and the immigration officer decides whether to grant the permit after checking your passport and documents at the counter in Apia.

The officer will expect a passport valid six months past your departure date, a return or onward ticket, a visa for your next country if you need one, your accommodation address and proof of funds, usually a recent bank statement. Travellers with a deportation history, serious criminal record or health risk can be turned away.

Work is not allowed on a Visitor Permit. Short business trips for people paid abroad use a Business Visitor Permit, and anyone who wants to stay beyond 90 days applies on the temporary residence form with an onward ticket, funds and accommodation details.

Checklist

Document requirements

  • Accommodation details: hotel or resort booking, or the village and family name of your hosts

Quick answers

FAQ

Do Pakistanis need a visa for Samoa?

No advance visa is needed. Samoa Immigration issues a free 90-day Visitor Permit on arrival to foreign nationals who meet its entry conditions.

How long is the Visitor Permit valid?

Up to 90 days, as stated by Samoa Immigration on its border services and permit pages.

Is there a fee for the permit?

No. The official border services page describes the Visitor Permit as free.

What do I show on arrival?

A return or onward ticket, a passport valid six months after departure, a visa for your next destination if needed, your accommodation address and evidence of funds such as a bank statement.

Do I need to name where I am staying?

Yes. Give the hotel or resort, or if you are staying with family or friends, the village and family name.

Can I work on a Visitor Permit?

No. Work is not permitted. Business visits that go beyond meetings, conferences or visiting a branch of your employer need a Temporary Resident Permit.

What is a Business Visitor Permit?

It is for people employed and paid outside Samoa who make a short visit to a branch of their company, hold business negotiations with a Samoan company or attend a business conference.

How do I extend my stay?

Use the temporary residence form (MPMC100) and attach a copy of your onward ticket, evidence of funds for the extended stay and details of your accommodation.

Can I be refused entry?

Yes. The permit is subject to the entry requirements, and travellers with a deportation record, a serious criminal sentence, a health risk or an alert listing can be refused.

Where do I get the arrival card?

The airline or shipping agent hands it out, or immigration officers provide it at the arrival booths.

Is there priority help at the airport?

Samoa Immigration gives special assistance to elderly passengers, mothers with babies, travellers with medical needs or disabilities, and diplomatic mission members.

Is there an official refusal rate for Pakistanis?

No. Samoa does not publish entry refusal figures by nationality.

Do I need a visa for the country I fly to after Samoa?

Yes, if that country requires one. Samoa Immigration lists a valid visa or permit for your next destination as an entry condition, so airlines and officers may ask to see it before granting your Visitor Permit.

What counts as proof of funds?

Samoa Immigration says documented evidence of sufficient funds for self-support is typically a copy of a bank statement. Bring a recent one in English showing enough money for your planned stay.

Does a criminal record matter?

Yes. Travellers with a history of criminal charges that led to a sentence of one year or more, or who appear on any alert or warning list, do not meet the conditions for a Visitor Permit.

How are arriving passengers processed?

Immigration officers screen travel documents at the counter on a first-come, first-served basis using a queuing system, with signs above the counters to direct you.
