Saint-Pierre-et-Miquelon, a French overseas collectivity off Newfoundland, is outside the Schengen area and follows the French order (arrêté) of 26 July 2011. Pakistan is not on the order's Annex II list of visa-exempt nationalities, so a Pakistani passport holder needs a short-stay visa valid for Saint-Pierre-et-Miquelon, such as one issued for the islands or a DFA visa, which the order says is also valid there.

Saint-Pierre-et-Miquelon is a small French archipelago in the North Atlantic, about 25 km south of Newfoundland. Its pastel houses, fishing heritage, French bakeries and puffin-watching make it a popular side trip from Canada, which is how almost every visitor arrives.

The islands are French but outside Schengen, and they follow the same entry order of 26 July 2011 as the French Caribbean departments and La Réunion. Pakistan is not on that order's list of visa-exempt nationalities, so Pakistani passport holders need a short-stay visa valid for Saint-Pierre-et-Miquelon.

The visa costs EUR 9 and is requested through France-Visas. Pakistani residents of Canada can apply via the French consulate serving them, while those in Pakistan go through the visa centre named by the French Embassy. A DFA visa issued for the French Caribbean is also valid here.

The order gives Canadians a special passport-free entry with Canadian identity documents, but no such rule is listed for Pakistani passports. Remember the Canadian side too: you must meet Canada's own entry rules to reach the ferry at Fortune or a flight to Saint-Pierre.

Stays are capped at 90 days per 180. A current French or full-Schengen residence card or long-stay visa waives the requirement. With no published turnaround, it pays to apply early, as much as six months out.

The order's special passport-free entry for Canadian identity documents does not cover Pakistani passports. Quick answers

FAQ

Do Pakistanis need a visa for Saint-Pierre-et-Miquelon?

Yes. The islands share the 2011 ministerial entry text of the French Caribbean departments, and its visa-free annex omits Pakistan. A short-stay visa valid for the islands is required.

How much does the visa cost?

EUR 9, according to the France-Visas fee table. The islands share this low rate with New Caledonia and French Polynesia, even though their entry rules sit in the same order as the Caribbean departments.

Does a Canadian visa or PR card let me in?

No such exemption is listed for Pakistani passports. The order lets holders of a Canadian identity document arriving directly from Canada enter without passport or visa; ask the prefecture whether a document you hold qualifies before relying on it.

Does a DFA visa for Martinique or Guadeloupe work here?

Yes. The order says a sticker marked DFA is valid for Martinique, Guadeloupe and French Guiana and also for Saint-Pierre-et-Miquelon.

Can I use my Schengen visa?

No. Schengen visas stop at European France, so an overseas collectivity like Saint-Pierre-et-Miquelon needs its own sticker.

How do I get there?

Through Canada, by ferry from Fortune in Newfoundland or by air from Canadian cities. The order lists the airport at Saint-Pierre Pointe-Blanche and the port of Saint-Pierre as permanent entry points, with Miquelon port open as needed.

Do I need anything for Canada on the way?

Yes. Canada sets its own entry rules for Pakistani citizens, so you must hold whatever Canadian visa or authorisation applies for the route in and out.

What stay limit applies?

Up to 90 days in any 180-day period. Time spent on the same visa in the French Caribbean departments counts toward the same total.

Where do I apply?

Online at France-Visas, then in person at the centre the French embassy in Islamabad allocates. If you live in Canada, apply to the French consulate serving your area.

Is an emergency visa possible at Pointe-Blanche?

Exceptionally. Border police may grant one valid at most 15 days if you show that a sudden, unavoidable reason stopped you applying abroad.

Are residents of France or Schengen countries exempt?

Yes. Their in-date card or long-stay visa replaces the islands visa for visits of up to 90 days per 180.

Who handles foreigner matters locally?

The Prefecture of Saint-Pierre-et-Miquelon, through its Directorate of Citizenship and Legality, on 05 08 41 10 10 or reglementation@spm975.gouv.fr. It deals with residence and work permits rather than tourist visas.

Is there an official refusal rate?

No. Nothing official is published on how often Pakistani applications for the islands succeed.
