- Short-stay Caribbean visa (Kingdom of the Netherlands)
- Stay limit
- Up to 90 consecutive days in any 180-day period
- Entries
- Single or multiple
Saba became a Dutch special municipality in 2010, yet it stays outside Schengen and applies the Kingdom's Caribbean admission rules. Pakistanis are absent from the visa-free nationality list, which means a Caribbean visa has to be granted before you fly; files are handed in at VFS Global in Lahore, Islamabad or Karachi. Once admitted, you may remain on Saba for up to 90 days at a stretch in any period of 180 days.
Saba is the smallest of the Dutch Caribbean islands, a single extinct volcano rising out of the sea between St Maarten and St Kitts. Mount Scenery, at 887 metres, is the highest point in the whole Kingdom of the Netherlands, and the island's four villages, including The Bottom and Windwardside, are linked by one winding road.
Visitors come for hiking through cloud forest, diving in the Saba Marine Park and the famous landing on one of the world's shortest commercial runways. Everything about a trip here is small-scale, which is why planning ahead matters, especially for travellers who first need a visa.
Pakistani passport holders do need one. The Dutch government publishes the nationalities that may enter its Caribbean islands visa-free, and Pakistan is not among them, so a Caribbean visa must be issued before departure. That single visa also opens Aruba, Curaçao, Bonaire, St Maarten and Statia.
From Pakistan you apply in person at VFS Global, no earlier than three months before the trip. The file contains a signed form, your passport, proof that you live in Pakistan and will return, a Saba booking, bank records, a travel reservation and health cover of at least US$15,000.
The fee is EUR 80 and decisions normally arrive within about two weeks. Some travellers can skip the process: holders of a multiple-entry Schengen, British or Irish visa, or of a residence card from a Schengen state, Britain, Ireland, the USA or Canada. Diplomatic passports are visa-free too.
Checklist
Document requirements
- Printed Caribbean visa form, filled in and signed
- Pakistani passport that bears your signature, was issued in the last ten years, has two free visa pages and stays valid three months past your exit
- Colour photo 35 x 45 mm taken within six months (not needed at VFS, where it is taken digitally)
- Evidence of legal residence in Pakistan, original plus colour copy
- Proof of roots at home: an employment letter showing post, contract term and salary with three months of payslips or bank records; or business registration or tax return; or a university or school enrolment letter
- Booking for a hotel, guesthouse or rental cottage on Saba covering every night
- Three months of bank records showing who funds the flights and the stay
- A flight or itinerary reservation in your name; it does not have to be paid
- Health cover in your own name for the whole Dutch Caribbean, worth no less than US$15,000, including repatriation
Ordinary Pakistani passports are not visa-free for Saba, while Pakistani diplomatic passports are. You can skip the Caribbean visa if you carry a Schengen visa valid for several entries, a multiple-entry British or Irish visa, or a residence card from a Schengen state, Britain, Ireland, the USA or Canada. A US or Canadian visitor visa on its own does not exempt Pakistanis.

Quick answers
FAQ
Do Pakistanis need a visa for Saba?
Yes. Pakistan is missing from the Dutch list of nationalities allowed onto the Caribbean islands without a visa, so you must hold a Caribbean visa before departure.
Is my Schengen visa enough for Saba?
Only if it allows multiple entries. A one-entry Schengen sticker does not exempt you, and a Caribbean visa never works for mainland Europe.
How long can I stay on Saba?
No more than 90 days in a row inside any 180-day window.
Where do I submit the application?
At a VFS Global centre in Pakistan after booking a slot. Applicants of every age, babies included, attend personally.
What is the fee?
EUR 80 according to the Dutch fee table for Pakistan, plus whatever service charge VFS applies.
Will my US or Canadian visitor visa help?
No. That waiver applies only to nationals of a few countries, for example India or China. A green card or Canadian permanent residence card, however, does exempt you.
What about a UK visa?
A British or Irish visa valid for multiple entries removes the need for a Caribbean visa, as does a UK or Irish residence permit. A single-entry British visa is not enough.
How do I actually get to Saba?
By a short flight or ferry from St Maarten. Because the Caribbean visa is one sticker for all six islands, it also covers your arrival at Princess Juliana Airport.
What insurance is required?
A policy naming you that is valid across the Dutch Caribbean for your full trip, with cover of at least US$15,000 for hospital stays, emergencies, medicines and repatriation.
How fast is the decision?
Usually within about two weeks. The earliest you can apply is three months ahead of travel.
May I take a job on Saba as a visitor?
No. Visitors cannot do paid work; employment needs a work permit from the local authorities.
Can I challenge a refusal?
Yes, for Saba. The decision letter sets out the objection route. Refusals for St Maarten are final.
Is there an easier route for repeat trips?
Frequent visitors may join the Caribbean Carpet Programme, which simplifies later applications and only requires attendance in person the first time.
Do children need their own visa?
Yes. Each child applies separately and attends the appointment. A minor travelling without both parents adds a birth certificate extract and consent signed by the absent parent or guardian.
Can I extend my stay on Saba?
The short-stay visa is capped at 90 days. Anyone planning a longer stay, for work, study or family, has to seek a residence permit instead.
