Norfolk Island is inside Australia's migration zone, so Pakistani visitors need an Australian Visitor visa (subclass 600) granted before travel; there is no separate island visa. Flights come from Sydney and Brisbane, and passengers clear the Australian Border Force on arrival.

Norfolk Island is a small Australian external territory in the South Pacific, roughly 1,600 km north-east of Sydney and 1,100 km north-west of Auckland. Known for its tall pines, convict-era buildings at Kingston and descendants of the Bounty mutineers, it receives most visitors on flights from Sydney and Brisbane.

Since 1 July 2016 the island has used mainland Australian immigration arrangements. The Migration Act 1958 extends to Norfolk Island and treats it as part of Australia, which means a foreign visitor needs exactly the same Australian visa that would be required for Sydney or Melbourne.

For a Pakistani passport holder that is the Visitor visa (subclass 600). Pakistan is not eligible for the ETA or eVisitor, so you lodge a Tourist stream application online in ImmiAccount and wait for the grant before you fly. There is no separate Norfolk Island permit or entry pass to buy.

Flights to the island leave from international terminals, and the Australian Border Force clears every passenger, much like an overseas arrival. You fill in an incoming passenger card, declare food, plant material and wooden articles for biosecurity, and show photo identification; a passport is the preferred document.

Because the only routes run through mainland Australia, plan the island as part of a wider Australian trip and make sure the visa dates cover the whole journey. Medicare on the island follows mainland eligibility, which normally leaves foreign tourists outside it, so comprehensive travel insurance is a sensible addition to your budget.

Checklist

Document requirements

  • Pakistani passport covering every day from the mainland arrival until you leave Norfolk Island
  • Tourist stream application for subclass 600, lodged from Pakistan in ImmiAccount
  • Itinerary naming the Sydney or Brisbane connection and the return flight from Norfolk Island
  • Booked lodging on Norfolk Island plus any mainland nights
  • Bank statements or a sponsor letter showing the trip is affordable
  • Employer, business or family evidence that you will return to Pakistan
  • Health examination, police certificate or biometrics only when Home Affairs requests them
  • Passport carried at the Border Force check at the Sydney or Brisbane departure gate

An ETA or eVisitor is not open to Pakistani nationals. Since 1 July 2016 Norfolk Island has followed mainland immigration law, so the subclass 600 grant you get for Sydney is the same one checked when you board the island flight.

Fees

  • Official fee

    Fee not published

Norfolk Island stopped running its own entry arrangements in 2016, so no island charge exists. What you pay is the standard subclass 600 price, which Home Affairs quotes in its Visa Pricing Estimator; requested medicals, police papers or biometrics cost extra.

Monthly global processing figures for subclass 600 appear on the Home Affairs website. Look up the latest one before buying the Sydney–Norfolk or Brisbane–Norfolk tickets.

Quick answers

FAQ

Do Pakistanis need a visa for Norfolk Island?

Yes. Norfolk Island is part of Australia for migration purposes, so you need an Australian Visitor visa (subclass 600) granted before you travel. There is no separate island visa.

Which visa should I apply for?

The Visitor visa (subclass 600) in the Tourist stream, lodged from outside Australia through ImmiAccount. Pakistani passports cannot use the ETA or eVisitor.

How much does it cost?

The same charge as any Australian Visitor visa. Home Affairs shows the current base price in its Visa Pricing Estimator; medical checks, police certificates or biometrics are extra if requested.

How do I get to the island?

Scheduled flights run from Sydney and Brisbane. You therefore enter mainland Australia first, so your visa has to cover that part of the trip as well.

Is the flight treated as international?

For immigration it is a domestic movement within Australia, but the flights use international terminals. The Australian Border Force and biosecurity officers screen passengers and luggage, and you complete an incoming passenger card.

What identity document should I carry?

Your Pakistani passport. Australians can use a driver's licence, but the government describes a passport as the preferred document, and it protects you if a flight is diverted to another country.

Can I take food to Norfolk Island?

Biosecurity rules apply to all goods arriving on the island. Declare food, plant material, wooden items and animal products on the passenger card, or drop them in the bins provided.

Will Medicare cover me?

Medicare applies on the island only to people who are eligible for it on the mainland, which normally excludes foreign tourists. Buy comprehensive travel insurance that covers medical treatment.

How long does processing take?

Home Affairs posts global processing times for the Visitor visa each month. Apply well before your flight and do not book non-refundable fares until the visa is granted.

What documents strengthen a Visitor visa application?

Recent bank statements, a letter from your employer or business registration, family details in Pakistan and a clear itinerary covering the mainland and the island. Home Affairs looks for a genuine short visit and enough money to pay for it without working.

Is there anything to pay on the island itself?

No immigration charge is collected on arrival. Your costs are flights, accommodation, car hire and insurance. Duty-free shopping has no limit on the island, but standard allowances apply when you return to the mainland.

Can I go to New Zealand from Norfolk Island?

Only if you have the right documents for New Zealand as well. Leaving Australian territory for another country is an international departure, so check the New Zealand requirements separately.
