Pakistan is on Bolivia's Group III list of countries whose nationals need a tourist visa with prior consultation. Bolivian consulates explain that Group III travellers need a tourist visa issued by a Bolivian consulate or embassy only after the General Directorate of Migration (DIGEMIG) authorises entry, and the Embassy of Bolivia in Canada says this authorisation takes about 30 working days.
Bolivia is a landlocked country at the heart of South America, stretching from the high Andes to the Amazon basin. Visitors come for the Salar de Uyuni salt flats, Lake Titicaca and Isla del Sol, the cable cars of La Paz, the colonial streets of Sucre and Potosí, and the rainforest around Rurrenabaque.
Bolivia classifies foreign nationals into three groups for tourist visas. Pakistan is in Group III, the most restrictive tier, which also includes Afghanistan, Iraq, Iran and Nigeria. Group III travellers need a tourist visa issued only after consultation with the migration authority in Bolivia.
In practice you apply at a Bolivian embassy or consulate, which sends your file to the Ministry of Foreign Affairs so that the General Directorate of Migration (DIGEMIG) can decide. The visa is issued only once DIGEMIG signs a resolution authorising your entry.
The paperwork is fairly standard: a passport valid for six months, a sworn application form, a 4 x 4 cm photo, return tickets, a hotel booking or invitation, and proof of funds. A yellow fever certificate is needed for high-risk areas, and the Ottawa embassy also asks for a police certificate.
The authorisation takes about 30 working days, according to the Embassy of Bolivia in Canada, and the fee is not published, so ask the mission. Note that the official Group III list was published in 2018; the group system it supports is still described on Bolivian consular pages today.

Quick answers
FAQ
Do Pakistanis need a visa for Bolivia?
Yes. Pakistan is in Group III of Bolivia's visa classification, so Pakistani citizens need a tourist visa that is issued only after the migration authority (DIGEMIG) approves entry.
What does Group III mean?
Bolivia sorts countries into three groups. Group I nationals need no tourist visa, Group II need a visa from a consulate, and Group III need a visa granted after the consulate consults DIGEMIG in Bolivia.
Where do I apply?
At a Bolivian embassy or consulate. The mission collects your documents and sends the request to Bolivia for authorisation before it can issue the visa.
How long does it take?
The Embassy of Bolivia in Canada gives about 30 working days for the authorisation, so start at least six to eight weeks before travel.
How much does the visa cost?
The fee is not published on the consular pages. The Embassy of Bolivia in Canada tells applicants to ask its consular section, so confirm the amount with the mission you use.
Can I get a visa on arrival in Bolivia?
Not as a Group III national. The DIGEMIG authorisation has to be in place before the visa is issued, so arrange everything before you fly.
Do I need a yellow fever vaccination?
The consulates ask for a yellow fever certificate if you will visit endemic high-risk zones, such as parts of the Amazon lowlands. It is wise to carry one if your route goes beyond La Paz and the Altiplano.
Is an invitation letter required?
You need either a hotel booking or an invitation letter from a person legally resident in Bolivia and registered with DIGEMIG.
What photo format is needed?
A recent 4 x 4 cm photo. The Barcelona consulate specifies a red background, while the Ottawa embassy asks for a photo without glasses.
Is a police certificate needed for a tourist visa?
The Embassy of Bolivia in Canada lists a police record certificate among its requirements for Group III applicants. Check with your mission, as document lists can vary slightly.
Can I visit Bolivia from Peru or Chile overland?
Yes, if you already hold the visa. Overland crossings follow the same rule, so the authorisation and visa must be issued before you reach the border.
Does a US or Schengen visa exempt me?
The consular pages do not mention any exemption based on visas from other countries. The Group III rule is set by nationality, so plan on the full DIGEMIG authorisation even if you hold other visas.
Is there an official refusal rate?
No. Bolivia does not publish approval or refusal statistics for Pakistani applicants.
