This guide lists the documents Pakistani passport holders prepare for a Saudi tourist visa, and explains how it differs from an Umrah visa. It relies on official Saudi sources: the Ministry of Tourism's Tourist Visa Regulations (mt.gov.sa), the Ministry of Foreign Affairs visa platform, Visit Saudi and the official Nusuk platform for pilgrims. For the full country overview, see our Saudi Arabia visa guide for Pakistan and the Saudi Arabia hub.
Tourist visa or Umrah visa: which one do you need?
| Tourist visa | Umrah visa | |
|---|---|---|
| Purpose | Tourism, family and leisure visits, events. The regulations also allow Umrah outside Hajj season | Pilgrimage (Umrah) |
| Where Pakistanis apply | Saudi diplomatic mission or the digital embassy on the MOFA visa platform (Pakistan is not on the tourist eVisa list) | Through the official Umrah channels shown on Nusuk and the MOFA platform, including authorised Umrah service providers |
| Fee | SAR 300 (Article 9 of the Tourist Visa Regulations) plus approved insurance and VAT | Not published on the sources we checked |
| Hajj | Not allowed | Not allowed; Hajj needs a Hajj visa |
The Tourist Visa Regulations (Article 10) say a tourist must stick to the main purpose of the visa, must not perform Hajj except under a Hajj visa, must not perform Umrah during the Hajj season set by the Ministry of Hajj and Umrah, and must not do any paid or unpaid work. In practice: if your trip is mainly for Umrah, use the Umrah route; if it is mainly tourism or a family visit, the tourist visa lets you also perform Umrah outside Hajj season.
General information from official Saudi government sources only. Not legal advice. We do not issue or lodge visas. The Saudi mission or platform may ask for more documents than those listed here.
Why Pakistanis do not get the instant tourist eVisa
Saudi Arabia's tourist eVisa portal is open to a fixed list of nationalities, and Pakistan is not on it. Nationals of other countries apply through a Saudi diplomatic mission or the digital embassy on the MOFA platform, as the Tourist Visa Regulations describe. There is an exception: the regulations let holders of a used US, UK or Schengen tourist or business visa, US, UK or EU permanent residents, and some GCC residents use the eVisa or on-arrival route. If one of those applies to you, check your eligibility on visa.visitsaudi.com first.
1. Tourist visa document checklist (Articles 6 and 7)
Checklist:
- [ ] Pakistani passport valid for at least 6 months
- [ ] Completed visa application form with supporting documents attached
- [ ] Return ticket and flight itinerary (not needed if you arrive by land or sea)
- [ ] Accommodation booking in Saudi Arabia, and your home address in Pakistan
- [ ] Employment certificate (employee identification letter) from your employer
- [ ] Bank statement or salary certificate as proof of financial solvency
- [ ] Medical insurance approved in Saudi Arabia
- [ ] Your address inside Saudi Arabia registered on the application
- [ ] Biometrics (fingerprints and photo), given during the application or on arrival
- [ ] Visa fee payment
Bank balance: the regulations ask for a bank statement or salary certificate. They do not set a minimum balance, so we do not quote one.
2. Self-employed, business owners and students
The regulations only name an employment certificate. If you are not salaried, bring the closest official equivalent and check what your mission's appointment letter asks for: for example your business registration or NTN certificate with recent bank statements, or a university enrolment letter. The mission's checklist is the final word.
3. Family visits and sponsors
Visiting a relative who lives in Saudi Arabia may use a different visa (a family visit visa requested by the resident through Saudi government services) rather than a tourist visa (check with your host's Saudi government service). The host's checklist appears in that service. For a tourist visa, list the host's address as your address in Saudi Arabia.
4. Children under 18
The Tourist Visa Regulations say applicants under 18 must travel with a guardian or a safe companion. Each child needs their own passport and visa. Carry a birth certificate or Form-B copy to prove the relationship.
5. Umrah visa documents
The Umrah process runs through official pilgrimage channels: Nusuk and the MOFA visa platform, with packages sold by authorised Umrah service providers linked to those channels. Expect to provide a valid passport, photo, a confirmed package or accommodation, and transport. Nusuk and the MOFA platform did not load without JavaScript from our checks, so we do not list a fixed Umrah fee or a full Umrah checklist here. Confirm both with an authorised provider before paying. Women's and family travel rules are shown in those services.
6. Fees and processing time (verified 31 October 2026)
- Tourist visa: SAR 300, under Article 9 of the Ministry of Tourism Tourist Visa Regulations (Royal Decree No. 2 dated 5/1/1441 AH). Approved medical insurance is a separate cost, VAT is added on the eVisa portal, and any visa-centre service charge is separate.
- Umrah visa: fee not published on the official pages we could read (null).
- Processing time: not published in the regulations. Check the time shown by the mission or platform.
Validity and stay (tourist visa): single-entry valid 3 months with a stay of up to 1 month, or multiple-entry valid 1 year with a stay of up to 3 months. Compare costs on our Pakistan visa fees guide.
Common mistakes to avoid
- Trying the tourist eVisa portal with a plain Pakistani passport: Pakistan is not on that list unless an exception applies.
- Booking a tourist visa to perform Hajj, or Umrah during Hajj season.
- Forgetting insurance approved in Saudi Arabia.
- Paying "guaranteed visa" sellers not linked to official Saudi channels.

FAQ
Do Pakistanis need a visa for Saudi Arabia?
Yes. Pakistani passport holders need a visa. For tourism, apply for a tourist visa through a Saudi mission or the digital embassy on the MOFA visa platform. For pilgrimage, use the official Umrah channels such as Nusuk.
Can Pakistanis get the Saudi tourist eVisa online?
Not with a Pakistani passport alone, because Pakistan is not on the eVisa list. The regulations allow it if you hold a used US, UK or Schengen visa, are a US, UK or EU permanent resident, or meet certain GCC residence conditions.
Can I perform Umrah on a Saudi tourist visa?
Yes, outside Hajj season. The Tourist Visa Regulations bar Umrah during the Hajj season and Hajj entirely without a Hajj visa.
How much is the Saudi tourist visa for Pakistanis?
SAR 300 under Article 9 of the Tourist Visa Regulations. Approved medical insurance and VAT are extra, and any visa-centre charge is separate.
What documents do I need for a Saudi tourist visa from Pakistan?
A passport valid for 6 months, an application form, a return ticket, an accommodation booking, an employment certificate, a bank statement or salary certificate, approved medical insurance, biometrics and the fee.
Is there a minimum bank balance for a Saudi visit visa?
No minimum is set in the Tourist Visa Regulations. They ask for a bank statement or salary certificate to show financial solvency.
Official sources checked 31 October 2026 (Asia/Karachi). Re-check mt.gov.sa, MOFA and Nusuk before you apply.
